On this date I have signed the following bill and am transmitting the          
engrossed and enrolled copies to the Lieutenant Governor's Office for

"An Act relating to preventive maintenance programs required for

This bill takes a positive step toward better dealing with public facility     
maintenance by imposing requirements and financial obligations on              
recipients of state capital funds.  I am concerned that these                  
requirements, while laudable, apply only to non-state entities.  I hope        
that in the future we would also address the same type requirements            
for the state to protect our state-owned infrastructure and facilities.
